You are correct in your thinking that the Thule Camber 2 Bike Rack part # TH9058 requires a trailer hitch for the bike rack to attach to the vehicle. The 2014 Toyota Prius does have custom fit hitches available that attach to the frame of the Prius with bolts and washers with the existing holes in the frame. The hitches available for this vehicle do not require any drilling into the frame or fascia trimming so they are a pretty easy installation.
I recommend the Class I Draw-Tite Sportframe part # 24847 for the 2014 Toyota Prius because it provides about an inch more ground clearance compared to the other options available for the Prius. The extra inch is important when carrying the Roadway because it will be less likely to scrape the ground in low ground clearance situations. I have attached an installation video that shows how the hitch attaches to the Prius that I recommend you take a look at.
By the way Warren, The Thule Roadway 2 Bike Rack is a really nice choice that is compatible with the Class I hitch on the Prius. It will allow you to carry 2 bikes with a combined weight of up to 70 lbs. It is also a tilt-away rack to give you access to the rear cargo area when you need it. You will need a snug tite hitch lock part # THSTL2 to lock the rack to the hitch and cable lock part # TH538XT to lock the bikes to the hitch.
