Does Using 15 amp to 30 amp Wiring Adapter Put Too Much Current on 15 amp Accessories

Question:

Does a 30A to 15A adapter give 30A 110v? Does not seem right as the 30A 110v equipment and wiring designed for 15A would be protected by a 30A breaker.

What's interesting about wiring is that while 30 amps might be available to a 15 amp power source using a 30 amp to 15 amp adapter like part # A10-1530DVP a 15 amp circuit wouldn't ever pull more than it was rated for so the extra amperage just wouldn't be used. To look at it a different way you could say that there's quite a bit of amperage available at the breaker box of your house but without anything drawing on it the power doesn't go anywhere.
