Yes, the CargoSmart Rope Ring part # 3481767 is compatible with the Snap-Loc E-Track Tie-Down Anchor part # SLSS. The safe working load limit of the Snap-Loc E-Track Tie-Down Anchor is 1,000 lbs even if you use the 2,000 lb CargoSmart Rope Ring you still do not want to exceed the 1,000 lb rating.

The compatible Snap-Loc Ring is part # SLARI.

The pull direction does not matter with the CargoSmart Rope Ring for E-Track part #3481767 it will work great in the configuration you mentioned.
