When changing out the exact same tire size of ST175/80D13, you won't have any size difference between a Bias ply Trailer Tire like # TTWTD17513C and a Radial tire like # TTWTRTM1758013C. They will have the same diameter of 24.02 inches and same width of 7 inches. It won't impact the fender clearances at all.
They can have different load capacities, ply ratings, speed ratings, etc, but the size doesn't change. The biggest difference is the way the cords of the tire are run. Radials run 90 degrees for more flex and less friction where bias tires run at a 32 degree angle to the direction of travel. The Bias tire will have a stiffer sidewall which makes it better for offroad applications. The radial has more ground contact giving better traction, stability, and tread wear for highway use.
