Will etrailer.com J-Style Kayak Carrier Move Around on Yakima Round Crossbars

Can these J Hooks be used with round Yakima bars without them moving around?

The etrailer.com J-Style Kayak Carrier # E98878 that you referenced is compatible with your Yakima round crossbars and their rubberized brackets will limit a lot of the movement, but the cradles will still likely move around a bit on the bars until a kayak is actually loaded. Once a kayak is in place the cradles will secure to the round bars and won't move at all.
This is really just the nature of round crossbars and standalone accessories like J-style cradles in general. The only way to avoid this would be to go with aero-style crossbars on your Tacoma instead. If your existing Yakima rack uses the BaseLine Towers # Y28TR then you would just need to remove your existing RoundBar SL Adapters # Y03536 and a add set of aero bars like the Yakima CoreBar # Y00422, which are directly compatible with the mentioned BaseLine Towers.
Otherwise this movement is not an issue and simply requires you to remove the kayak carrier when it's not in use.
