The Curt tow bar # C19745 is rated for 5000-lbs capacity.
According to my research the 1994 Dodge B250 cargo van can have a curb weight ranging from 3734-lbs (for the B250 3-door van) up to 3863-lbs (for the B250 3-door extended van) or 4800-lbs (for the B250 Maxi 3-door extended van). While all versions are within the tow bar rating your safety margin is pretty slim (only 200-lbs) in the case of the B250 Maxi 3-door.
This tow bar does NOT require base plates on the vehicle. It includes universal bumper brackets that let you attach tow bar to the flat section of almost any vehicle's bumper. The bumper must be rated for towing and this can be confirmed with your local dealership using the van's VIN.
