A battery not holding the correct charge would not cause tail lights to flash. If you are experiencing hyperflashing on your trailer tail lights, you most likely have LED lights that are not pulling enough power from the vehicle. To remedy this I recommend using an adapter like the Trailer Connector Adapter w/ Lamp-Out Sensor Bypass - 7-Way RV to 7-Way RV - Vehicle End # 20142. This will draw power like an incandescent bulb to prevent the LED hyperflashing issue.

If the lights are flashing at the same time, you may have a short or a ground issue.

Because the lights work when driving, yet have issue when stopped the issue is with your ground connection. Make sure every ground connection from your individual trailer lights to your brake magnets are grounded properly to your trailer. Often the ground connection is in the mounting hardware on trailer lights. I recommend using a jump wire from your trailer frame to your brake light ground. Make sure the connection is bare metal to metal and free of corrosion or debris.
