Is there one that isnt at an angle? Or has a tilting option? Like a fixed straight up 90 degree spare tire mount.

We have the Roadmaster Hitch Mounted Spare Tire Carrier part # RM-195225 which has a totally flat mounting surface for mounting a spare and can tilt down too like you mentioned wanting.
