Each of the Dutton-Lainson handles you have referenced are designed as exact replacements for different winches, so the difference is what models each will fit.

For the Replacement Handle # DL70328, it will fit the following models:
DL1602DD
DL1700-3500B including A models

For Replacement Handle # DL70330, it fits the following models:
DL1800
DL2000
DL2500
DL3200
