As far as a license, you can tow with your normal driving license, yes.
As far as the capacity of your 2000 Toyota Sienna I looked at an online version of your owner's manual and it stated that the maximum towing capacity without the towing package is 2,000 lbs and with the towing package it is 3,500 lbs. If you are unsure if your Sienna has the towing package you can contact your local Toyota dealer with your VIN and they will be able to tell you.
Keep in mind if your trailer and cargo weigh over 2,000 lbs the owner's manual does say you need sway control such as the Reese # 83660
The best hitch for your 2000 Sienna is the Draw-Tite # 75120 which is a Class III hitch with a 2" receiver and a 3,500 lb towing capacity. For wiring which will give you a 4-way connector and allow you to power your trailer's lights you need Wiring Harness # 43475. I also recommend checking out Ball Mount Kit # 989900, which is for 2” hitches and may fulfill your towing needs in one tidy package; two ball mounts - one with a 3/4” rise or 2” drop and the other with a 2-3/4” rise or 4” drop - a 1-7/8” hitch ball, a 2” hitch ball, and a pin and clip.
