Are safety chains required with either the 5th wheel or the gooseneck?

Safety chain laws are interesting when it comes to fifth wheel and gooseneck towing. Basically if there is a hitch ball present you have to use chains which is why the Convert-A-Ball Cushioned 5th-Wheel-to-Gooseneck Adapter # CAB-C5G that you referenced includes them since this adapter would be used with a gooseneck ball.
