We have the custom fit for a standard or step bumper # 13028 or the deep drop bumper # 41504 confirmed to fit your 1994 Ford F-150 Flareside. The Roll Pan bumper does not have a custom fit, so if you don't want the long receiver tube, I recommend using an universal fit that you can customize for your truck fit. My recommendation is the Curt Adjustable Trailer Hitch Receiver - 18"-51" Wide - 2" Drop - Class III # C13701. This hitch will require drilling into your frame and the crossbar can be cut to size so it is flush with the brackets.
If you don't already have the trailer wiring, I recommend the T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118316.
For a ball mount, you may want to consider the B&W Tow & Stow 3-Ball Mount # BWTS10047B. This ball mount is designed to not only adjust for your trailer coupler size and the rise or drop needed to tow level. It is also designed to stow away behind the shank giving you a clean look when not in use. I recommend using locking pin # BX8858 with a ball mount like this to protect your investment.
