What is the Correct Position for Reese Replacement 5th Wheel Hitch Spring 30776

Does the small end go into a hole in bar close to handle?

For spring # 30776 when used on the handle the long end goes to the handle and the other end to the fixed position in the hitch. The picture I have included sort of shows this. You can see that on the handle end the representative coils start further from the hook than on the opposite end.
