Since you found low voltage when testing the right side signal light pin on the vehicle connector, you have at least isolated the issue to the truck. If all the wires appear to be in good condition, then the issue is likely either a weak ground like you mentioned, or possibly with the connector itself.

Starting with the easier potential solution, I recommend taking a look at the 7-Way on your Ram. Check for any debris or corrosion that might be built-up behind the pins, specifically around the pin at the 3 o'clock position, simply cleaning out as needed.

If this does not resolve the issue, then you will need to inspect the wiring on your truck starting at the back of the connector. It sounds like you have visibly inspected them, but I also recommend testing the wire at various locations to see if you can find exactly where the voltage drop starts. Also check to make sure the connector ground wire is attached to a clean, bare metal surface that is free of any corrosion.

If you are still unable to resolve the issue, please let me know and I will be happy to look into this further.

This did indeed turn out to be a weak ground. thank you for the response!

Have a 98 Pontiac transport. Have done a new vehicle harness to lh tailight. ground to chassis is 0.00. ohms Parking lights work, and the plug reads 12.6 with engine running and battery voltage 13.9. For the stop/turn, voltage is 11.5, doesnt matter engine running or not. stop/turn very dim, not surprising with that voltage. What do think is going on. trailer works perfectly on different vehicle! Thanks

I would try a different ground. A weak ground to the converter box can cause these problems. The converter box may not be working properly or at all. This will cause the trailer to take the signal directly from the vehicle therefore causing the dimming on the trailer.
