Will Bike Pedal Clear Spare Tire on 2011 Jeep Wrangler Using Swagman XC Bike Rack S64650

On a jeep wrangler with factory spare tire will the bicycle pedal clear the spare tire?

On the Swagman XC bike rack # S64650 the distance from the center of its hitch pin hole to the center of the wheel of the first set of wheel hoops is about 12 inches. So what you would do is measure from the center of your bike out to the end of one of the pedals. Let's say that is 8 inches.
In this example you would take 12 inches and subtract the 8 inches to get 4 inches. So on your 2011 Jeep Wrangler you would need to measure from the center of the hitch pin hole to the rear most part of the spare tire. That distance would have to be less than 4 inches in this case for the bike pedal not to make contact with the spare tire.
But keep in mind you can move the wheel cradles left or right and that could allow for enough wiggle room to avoid interference.
A better solution would be a rack that mounts to the spare tire such as # HRSR1 . Then you really wouldn't have to worry about clearance. I have linked a video of this rack for you.
