The Roadmaster Dual Hitch Receiver Adapter, 8" Drop/Rise # RM-077-8 is designed to allow you to flat tow a vehicle like your 2016 Kia Soul and also use a RV rated bike rack or cargo carrier in the other receiver. It has a total tongue weight rating of 400 lbs, but your trailer hitch may further reduce that number. You can flat tow up to 10,000 lbs with this adapter, but again your trailer hitch may further restrict that capacity. You cannot use a ball mount with this adapter.

From the center of the hitch pin hole on your receiver to the center of the other two receiver hitch pin holes, you will have a total distance of 10 inches to the accessory and 10-3/4 inches to the tow bar pin hole.

You shouldn't have any issue with a 2016 Kia Soul because it has a curb weight of 2,714 to 2,837 lbs. If you need the 15 inches, then we don't have a 2 receiver option, but you can use the Curt Extender for 2" Receivers -18" Long # C45796 which has a towing capacity of 3,500 lbs. You can use a ball mount with this extender, but using this extender will reduce the tongue weight capacity of your trailer hitch by 50%. You cannot use another adapter with this extension, but you can use a cargo carrier or bike rack that meets the additional restrictions.

If you need a flat towing system for your 2016 Kia Soul, I'd be happy to give you recommendations for a system.
