How to Check if the 2.5-Watt Solar Battery Charger is Working
Question:
How can one check the output of the panel to verify it is working using an Ohmmeter and what should the values read? Or is there another way besides the blue light blinking? Thanks,

The 2.5-Watt Solar Battery Charger # PTW2997 that you referenced will have 2.5 watts of power for output, but that is under the right circumstances. If you are in a heavily shaded area then that would affect the output compared to if you were out in the middle of an open field.
The blue light will only blink when it is absorbing light, so if you have it exposed to direct sunlight and the blue light is not blinking then the solar panel is most likely damaged.
