Disc Brake Compatibility of the Swagman ForkDown

Why is this rack not compatible with disc brakes?

When a rack like the Swagman ForkDown, part # S64710 is marked for no disc brakes, it could mean a few things. The Rack's mounting bracket goes outside the fork, its mount shank doesn't have room for the disc brakes because it's too short, its fork mount is too short to accommodate most standard brake sizes, or the rack's clamp mechanism can bend or break the fork mount.
For the ForkDown, it's all four.
A comparable rack that is disc brake compatible is the Kuat Trio, part # TR02. This rack has a tray cutout that is built to accommodate disc brakes.
