As long as your 2017 Toyota Tacoma has a factory 7-Way connector at the rear of the truck, the Plug-In Adapter # 3031-P that you referenced is the correct brake controller harness for your Tacoma. One end of the adapter will plug into the controller itself and the other end will connect to the built-in port beneath the truck's dash.
For the trailer brake controller, I highly recommend the Tekonsha Prodigy P3 # 90195. This is our most popular brake controller and will do an excellent job of applying the trailer brakes at the same time and with the same intensity that you apply to them in your truck. It features an easy to read digital display and continuous diagnostics that will alert you to any potential issues.
I have included the complete written installation instructions that you can also take a look at.
