For your trailers, I recommend not using a steering axle because there are different requirements for them and your trailers don't need them. If you want to pursue the steering axle you will need to check with your local DMV for requirements.

My recommendation is to use a single or tandem axle application for each trailer. If you want to use a single axle for your 7K trailer, I recommend the Timbren Axle-Less Trailer Suspension System - Spindle w/ Brake Flange - Regular Tires - 7K # TASR7KS01. You will need to use two of these for your 14K trailer. I've attached a video to assist as well as a photo for the measurements of proper placement. For tandem axles, you will split the difference on that single axle placement and you will want the spindle center to spindle center measurements to be 33 inches apart.

For the brake assemblies on this axle-less suspension system, I recommend the Electric Trailer Brake Kit - Self-Adjusting - 12" - Left and Right Hand Assemblies - 5.2K to 7K # AKEBRK-7-SA. These are side specific and are labeled for which side. Then for the hub and drum assemblies, I recommend the Trailer Hub and Drum Assembly - 7,000-lb E-Z Lube Axles - 12" Diameter - 8 on 6-1/2 # AKHD-865-7-2-EZ-K for the 7,000 lb system.

If you want to go with tandem axles on your 7K trailer, I recommend the Timbren Axle-Less Trailer Suspension System w Electric Brake Hubs - Straight Spindle - 3,500 lbs # A35RS545E or the trough axles like the Trailer Axle w/ Electric Brakes - EZ-Lube - 5 on 4-1/2 Bolt Pattern - 89" - 3,500 lbs # e43SR. If you go with the through axle option, I recommend the Tandem-Axle Trailer Hanger Kit for Double Eye Springs - 3-3/4" Tall Front/Center/Rear # APT5 and springs like the 4-Leaf Double-Eye Spring for 3,500-lb Trailer Axles - 25-1/8" Long # e54SR.
