If you are looking to transfer your Tekonsha P3 Brake Controller # 90195 to your 2007 Subaru Forester, you will just need a few items, depending on what the vehicle is already equipped with.
If the Forester already has a 4-Way connector installed at the rear, then the Universal Wiring Kit # ETBC7 that you mentioned is exactly what you will need to install a fully functional 7-Way. The kit will include everything needed to install this from the existing 4-Way connector. I have attached an article that details the installation steps for this kit that you might find helpful.
If your vehicle does not already have a 4-Way installed, you will need to install this before using the # ETBC7 Kit. If this is the case, I recommend the Tekonsha T-One Vehicle Wiring Harness # 118461. This custom-fit harness will connect directly to the built-in ports behind the passenger side trim panel on the vehicle.
Then for mounting the controller to your Forester, the Replacement Mounting Bracket Kit # TK5906 that you also mentioned is exactly what you need. If you are needing an additional pigtail harness for the controller, you can use # 20127.
This will be all that you need to transfer the controller to your Subaru Forester.
