It sounds like you may be looking for an adjustable ball mount to allow your low trailer to be towed level. For this you could use the B&W Tow & Stow 3-Ball Mount - 2" Hitch - 7" Drop, 7-1/2" Rise - 10K - Black # BWTS10049B which will give you up to a 7 inch drop and has all 3 hitch ball sizes. You may also be interested in a locking pin like # e98880.
I've attached a link to all of your options.
If you are looking to raise your trailer, you may be able to use an over-under kit like # K71-384-00 for a 2-3/8 inch axle diameter or # K71-385-00 for a 3 inch axle diameter. The height adjustment will roughly be the equivalent of the axle diameter.
