Is Removal of Bumper for Installation of Curt Hitch on 2017 Toyota Rav4 Required?

Is it really necessary to remove the bumper fascia of a Rav 4 2017 to install the Curt C13406?

There are hitches available for your 2017 Toyota Rav4 that will not require fascia removal, the Class III Curt # C13406 or Curt # C13149. The only requirements for these hitches are the trimming of the underbody panel. I've added a link to a video showing installs of both hitches on a 2016 Rav4.
If you are going to be towing, the correct wiring to add a 4 flat is # 118578. I also recommend checking out Ball Mount Kit # 989900, which may fulfill your towing needs in one tidy package; two ball mounts – one with a 3/4” rise or 2” drop and the other with a 2-3/4” rise or 4” drop, a 1-7/8” hitch ball, a 2” hitch ball and a pin and clip.
