Does Light Always Stay on When Using Rocker Switch?

Does the light stay on all the time? or only when the switch is in the ON position?

The Universal-Design Rocker Switch - SPST - On-Off # PK34310 has a red pilot switch which comes on when the switch is in the "on" position and vice versa.
This switch uses on-off circuitry, so when you flip the switch to the "on" position your lights will be on, and when flipping it to the "off" position they will turn off.
