Expert Reply:
Even without the trailer connected, the 0.9 error code on the Tekonsha Prodigy Brake Controller is indicating that there is a ground problem to the brake controller along the white wire. Depending on the vehicle, the wire could be connected through tow package wiring, a factory plug or port, or hardwired directly to the negative battery terminal.
If it is connected to tow package wiring that you had to splice into, check the connection. If it is intact, make sure it is the ground wire for the tow package. If it still is not working, you may need to get a length of wire # 10-1-1 and connect the ground directly to the negative battery terminal.
If it is connected to a port or plug, make sure the brake controller wiring harness is pinned out to match the port or plug on the vehicle. If not, you may need to re-pin it. If it is correct, again you may need to attach the ground directly to the negative battery terminal.
If it is a direct hard wire to the battery, make sure it is attached to the negative terminal, that the connection is intact, and that the wire is not broken anywhere.
In the case of some Toyota applications, there is a separate ground wire on the brake controller harness that will need to be attached to a bare metal surface in order for the brake controller to function properly.
