There should definitely be more than one relay if you are looking at the location that is behind the passenger side kick panel in your 2014 Nissan Frontier.

If you watch the attached video you will see our installer connecting the fuses to activate the tow package in the 2012 Frontier that he is working on. If you need a blue relay you can get it from the Curt Relay Kit # C57000.
