Replacing 4.80/4.00-8 Tires with Larger 5.70-8 Tires on a Small Boat Trailer

4.80/4.00-8 can I run the 5.7-8 # AM30120 With the boat 150 pounds on the trailer the distance from center of axle to underside of center of fender is about 12.5inch

With a diameter of 18.1 inches, the new size 5.70 tires will be about an inch closer to the fender than the current size 4.80/4.00-8 tires, which have a diameter of 16.1 inches. This will leave you about 3-1/2 inches of clearance between the top of your tire and the underside of the fender based on the information you provided.
For such a lightweight boat like yours, this should leave plenty of room for debris and suspension travel. The Kenda tire, # AM30120, that you mentioned should work on your trailer as long as your current bolt pattern is the same (4 on 4).
