can not find the plug port under the dash anywhere, on my 99 yukon.

The 1999 GMC Yukon will not have a brake controller plug-in port under the dash. To install a brake controller on your vehicle you will need to hardwire the brake controller with the Brake Controller 7 and 4 Way Installation Kit, part # ETBC7.
To install the # ETBC7 kit you will need to have a 4-Way connector at the rear of your vehicle. If you need to install a 4-Way connector you can use the Tow Ready T-One Wiring Harness, part # C55319. The Tow Ready harness will plug into a connection point located along the inside of the drivers side frame rail. This will give you a 4-Way connector at the rear of your vehicle. I am including a link to the instructions on the Tow Ready wiring harness.
With the 4-Way connector at the rear, you can then add the # ETBC7 kit. The 4-Way plugs into the back of this harness leaving only 4 wires to hardwire. I am including a link to two FAQ articles and a video that will explain how to install an ETBC7 kit.
