The Curt Trailer Hitch Receiver - Custom Fit - Class III - 2" # C13097 confirmed to fit your 2003 Dodge Durango does not come with the feeder wire because it is not needed on this installation. You can access the top and bottom of each hole. I've attached the installation instructions to help.
If you will be towing with this hitch, I recommend the Tekonsha T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118334 which installs to your factory wiriing behind your tail lights. This will give you a 4-way flat connector for a trailer or accessory.
For a ball mount, I recommend using an adjustable mount like the B&W Tow & Stow 3-Ball Mount - 2" Hitch - 5" Drop, 5-1/2" Rise - 10K - Black # BWTS10048B. This hitch will give you the adjustability to tow level, has all 3 standard size hitch ball options, and has a nice stowable feature to give you a clean look and protect your shins when not in use. I also suggest using the Anti-Rattle Trailer Hitch Receiver Lock for 2" Hitches - 2-5/8" Span # 63232 to secure your investment.
