For your 2011 Chevy Silverado 2500 4x4, I would start with doing a manual check with an incandescent circuit tester like # PTW2993. I'd walk through each function of your 7-way connection at the bumper to see if you are missing any other functions. If it is only the brake controller, do you have a factory brake controller or an aftermarket controller? As you check the function on the brake pin, the light should increase in intensity as you hit the manual override. If you get nothing, it could be a fuse, the controller itself, or wiring in between the connector and the controller. Probe the wire as you trace it for function. If you find a short, replace the wire with # 10-1-1.
If it is a factory brake controller, you will need to take it to a shop. If it is an aftermarket controller, you can cut the output wire about 6 inches from the rear of the controller and test it there. If it works there, run new wire to your connector. If it doesn't work there, you will need to replace your controller.
If everything works at your bumper, then connect the trailer and test the wires from just behind the connection back. You will want to make sure you test your brake magnets for function. I've attached a couple articles to help.
