There is one spare tire mount made for an application like this. It is the Roadmaster Hitch Mounted Spare Tire Carrier w/ 2" Receiver Opening - 2" Hitches # RM-195225. This will give you a spare tire holder that can swing down for easier removal and will give you a 2 inch receiver for a bike rack. I recommend using a lock like # e98892 to secure your spare and a hitch lock like # BD580402 to secure your accessory.

For a bike rack, I recommend the Swagman Dispatch 2 Bike Platform Rack - 2" Hitches # S44FR. This is a sturdy bike rack confirmed for use on motorhomes. This will give you a weight capacity of 45 lbs per bike. The closest part of the rack from the center of hitch pin hole is 12 inches and the closest wheel cradle is 18 inches. This should give adequate clearance for your spare tire. This bike rack comes with a combination hitch lock and cable to secure your investment.

Do you have a combination spare tire mount / bike rack for a camper

The Roadmaster # RM-195225 mentioned above can be used on a camper (as long as yours is equipped with a 2" hitch receiver). Are you looking for a different kind of setup?

@ChrisR Hi. 1. Can the Roadmaster RM-195225 spare tire hitch mount be used on a 2016 Town and Country? 2. If so, when tire is lowered to the ground with the lever, is there clearance enough to open hatch? 3. If so, how much access to the hatch is hindered by the tire on ground? Is there enough room to cook dinner using rear DIY kitchen? 4. If the Swagman bike rack S44SR is mounted and has 2 bikes on it: A. Can the spare tire still be lowered to the ground without removing bikes? B. If so, is there enough clearance to open the hatch (bikes remaining)? 5. Is there enough ground clearance so as to not bottom out with 2 bikes onboard? Thank you!

Replies to your numbered questions. 1. If your Town & Country has a 2 inch receiver, then you can use this. 2. I don't have a way to copy pictures, but on the product page there are many pictutes and dimensioned drawings to double check with. You could also pull your spare out and set it on the ground where holder would drop it to see what your actual clearance would be.. 3. The tire when lowered will block one side as far as standing close to the back goes. As before, pull your spare out not to compare. 4A. Spare tire can be lowered to the ground without removing a bike rack. 4B. If you can get the tire out of the way, you can get the hatch open with bikes onboard. 5. The 2 inch square tube runs nearly straight through so the clearance from the ground for your bikes should be nearly the same.
