The easiest way to raise a trailer is to install an Over-Under Kit or weld on taller hanger brackets. I recommend the Dexter Trailer Springs Over-Under Conversion Kit for 2-3/8 inch axle # K71-384-00 or the # K71-385-00 for 3 inch axles.
