On some GM trucks the tow package wiring is not completed under the hood but I have not heard of this being an issue on models that use # 3016. It sounds like the connection is not complete from the front of the truck to the trailer connector at the back. The easiest way to resolve this issue is to manually run a wire such as # 10-1-1 sold by the foot from the brake controller blue wire back to the 7-Way where the wire will attach in the 7 o'clock position.
But you could trace the wire that is already there forward under the truck to see where it goes. It is possible that it terminates somewhere under the hood and just isn't connected to the other end which terminates where you plug in 3016.
