For your 1995 Ford E250 Van, I recommend the Draw-Tite Ultra Frame Trailer Hitch Receiver Class IV - 2" # 41906. The Curt Trailer Hitch Receiver - Custom Fit - Class III - 2" # 13322 will not fit your vehicle.
If you will be towing with this hitch receiver, I recommend the T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118344. This harness will install to your factory wiring behind each of your tail lights. You will need to remove either the tail light assemblies or interior trim panels to access these connections. Once installation is complete, you will have a 4-way flat connector. If you wish to tow a trailer with brakes, I recommend using the # ETBC7 and a brake controller like the Tekonsha Prodigy P3 # 90195.
For a ball mount, I recommend the Curt Channel Style Adjustable Ball mount - 2" & 2-5/16" Balls - 14,000 lbs # C45900. This will give you two hitch ball sizes and the adjustability to tow most trailers level with your van. I recommend using the Curt Lock Set for Adjustable Channel-Style Mounts # C23556, to secure your investment.
