Curt does not list any exclusions for hitch # C11405 for the 2017 Ford Mustang and has not heard any complaints so all signs point to it fitting your California Special model. I have included a link to the installation instructions for you as well as a video showing an example installation.
If you want to use the hitch for an accessory such as a bike rack or cargo carrier then you have to make sure the accessory is rated for use with a Class I trailer hitch. Also, with a bike rack, you are limited to 2 bikes maximum on a Class I hitch.
Curt also says you have to use stabilization strap # 18050 when using this hitch for any non-trailer load (such as a bike rack or cargo carrier) per their warranty requirements. I have linked the Class I compatible 2-bike racks and cargo carriers for you.
