WILL THE FULTON XLT WINCH HANDLE A 4,000 LB. BOAT COMING OUT OF THE WATER ON A TRAILER.

The Fulton XLT winch part # F142425 that you referenced would handle pulling a 4,000 lb boat coming out of the water with ease. This is a 3,200 lb rate winch and generally speaking the ratio for boat applications is 2 to 1. So, the winch would be rated for up to 6,400 lb boat.
