Question:
do I have to get a hitch mounted bike rack or can I get the other kind without a hitch?

You can use a trunk-mounted type bike rack with a 2- or 3-bike capacity on your 2008 Honda CR-V if you do not have a hitch on the car. The Thule Camber hanging style hitch rack # TH9058 requires either a 1-1/4-inch or 2-inch hitch be installed on the car. All trunk-mount rack fits for the 2008 CR-V are shown on the linked page.
If your CR-V has a rear spoiler at the roofline then the trunk-mount racks I suggest are the 2-bike # HRF2 or the 3-bike # HRF2-3 from Hollywood Racks. Both racks feature a unique arched frame design that extends above your roofline spoiler to avoid damage to it. These racks can also be used on cars without a spoiler.
You can refer to the linked photo and video for more on this the Over-the-Top racks install. Note that a rear wiper cannot be used with a trunk-mount rack installed.
