I am looking for the RAV 4 Backing Plate that allows a SWAGMAN 64920 Carrier to mount on a Rav 4 Spare Tire.

We have a special backing plate for the older Swagman spare bike rack S64920 that allows the rack to fit 2006-2011 Toyota Rav 4s. For that you would want the part # P960.

Thule has a replacement mounting plate for their Spare Me with the part #753-3532 but the Hollywood Racks plate you mentioned does not fit it.

The Yakima Replacement Back Plate for SpareTime Bike Carrier, part #8880578, will fit a 6-on-5/12-inch wheel bolt pattern, according to my Yakima contact.

Easiest solution for that would be the Curt auxiliary LED indicator lights part #C53201. This would allow you to add stoplight/turn signals to your bike rack and it plugs into a 4-way like you mentioned.
