I spoke with our resident tire and wheel expert who says that nut # 916N for utility hubs like # 8-174-5UC3 should be torqued to 85 to 95 foot pounds.

For your spindle dimensions we have a hub and drum that will fit. For that you would want the part #8-201-9UC3-EZ which comes with bearings that match what you have. This is also a 12 inch by 2 inch drum like you said you need as well.
