Will the Hopkins 48895 converter kit work on this vehicle?

Hopkins tail light converter # HM48895 is a universal fit item so you can use it on your 2003 Ford Windstar.
There are other, custom fit options available though. Check the build-date sticker in the door jamb of your Windstar. If it was built before November 2002 you can use # HM40615. If it was built after October 2002 then you can use # 36345.
