Are both locks keyed the same? so either set will open the other? if not why? Thanks

The Fastway # DTALBM6600 ball mount has two locks, one to secure the ball assembly to the shank, the other to secure the ball mount into the hitch receiver. Both these locks are indeed keyed alike.
