Recommended Snow Tire Chains for Use on Case Skid Steer with 12 X 16.5 Tires

Generally, is it best to install chains on all four wheels on a Case Skid Steer? or just one set on the front or back? 12 X 16.5 NHS tires.

For the 12-16.5 tires on your skid loader, I recommend using the Pewag Skid Steer Chains # PWSSE12165-2. These use 8.2mm nickel manganese alloy cross chains and are made for off-road and snow removal use.
You'll want to check the operator's/owner's manual for your Case Skid Steer for any guidance regarding use of tire chains. The manufacturer of any vehicle, whether its a passenger car or a piece of heavy equipment, gets to decide if, when and how tire chains will be used on their vehicle.
In general, unless prohibited by the vehicle maker, use of chains on all tires will provide the best traction for both forward motion and braking and will also help your steering performance. If you are using only one set of chains, if permissible according to the manufacturer, use the chains on the front tires if you're using a large attachment or carrying a load in the bucket. Use them on the rear tires if you're not using an attachment.
