Having a hitch with a higher capacity than the vehicle itself is a common occurrence.

From my online research, I found that the Ford Freestyle does indeed have a 2000 lb towing capacity. As you correctly stated, the Class III hitches available for the vehicle have a 3500 lb towing capacity. Because the overall capacity of the towing system will be limited to the capacity of its lowest rated component, you'd be limited to the 2000 lb capacity of the vehicle. Even if a hitch has a higher capacity when used with weight distribution, you'd still be limited by the capacity of the vehicle.

I'd recommend going with the Curt Class III, part # 13542. Quality-wise, it's on par with the other available hitches, but it's less expensive. If you'll be towing, you'll also need the following to complete your towing set-up:

Trailer wiring harness, part # 118395
Ball mount, part # 2753
1-7/8 inch trailer ball, part # 19260 or # 63845 for a 2 inch ball
Locking hitch pin, part # e98882

I've linked you to some trailer towing FAQ articles that you might find helpful.
