Trailer Axle Wiring for Brake Assemblies at the Axle
Question:
new axle has 2 wires on 1 side and 2 of them goes in side axle and comes out outher side blue wire hooks to axle

Sounds like you are describing the brake output circuit wires that came with your new trailer axles.
Basically the wires of the axles need to run from the main brake output circuit feed of your trailer wiring to each of the trailer brake assemblies.
If you check out the picture I attached you will see how they are typically wired.
The brake assembly wires can be used for either ground or power. It doesn't matter which you pick as long as the other wire is connected as well to the opposite circuit.
