Do the mounted tires/wheels ST175/80R13 D come already balanced?

Trailer tires do not have to be balanced but what is normally done when a tire and wheel combo is put together by the manufacturer is a sort of balancing. They take the heavy spot on the tire and line it up with the light spot on the wheel.
