When we see the problem you described with an electric over hydraulic actuator it is almost always because the brake controller being used is an integrated brake controller that is not designed to work with EOH actuators. If this problem persists the actuator can end up getting damaged.
For an aftermarket brake controller that is designed for EOH actuators that would work well I would recommend the Prodigy P2 # 90885. The correct install harness you would need is the part # 3034-P.
