Since the Curt Discovery Trailer Brake Controller, # C84VV, is still displaying the decimal when the trailer is connected, the controller is not sensing a connection with the trailer brakes. In this case the issue is most likely related to a wiring problem or brake magnet problem. I would start by making sure that there isn't any corrosion in either connector. Next, I recommend using a circuit tester like part # PTW2993, to make sure that you have power on the brake controller output pin when the brake pedal is pressed on your 2009 Chevrolet Silverado.

If you have power on the brake controller output pin, the issue would be with the trailer. I would start by inspecting the brake wire on the trailer for damage and also make sure that the grounds for the brakes are secure and attached to a clean metal surface.

If there is no current on the blue wire at your connector, you will want to sever the blue wire behind the controller and test. If the blue wire has power then there is an issue with the circuit running from the controller to the connector. In this case you have two options, trace the wire to look for damage and repair it or simply run a new wire. Most choose to just run a new wire.

If there is no current on the blue wire, the controller is most likely defective and will need to be replaced.

I have included a troubleshooting help article for you.
