The Ultra-Fab # UF38-944017 meets all the criteria you mentioned. It has a 3500 lb capacity, is black in color, has an 18 inch lift and has a shipping weight of 21.07 lbs. When the weight of the packaging is subtracted, the jack weighs about 18 lbs.
Although it's a few pounds heavier and costs a bit more, a 4000 lb capacity model is available as part # UF38-944016. The extra capacity would mean that your jack won't need to work as hard, which would extend the life of the jack.
The Lippert # LC285318 jack you referred to would also have an 18 inch lift and would weigh just under 10 lbs more than the jacks mentioned above. If I had to choose between the quality of the Lippert or the Ultra-Fab products, I'd choose the Lippert.
