Is this the correct hitch for a 1998 GMC 2500 4x4 regular cab with the factory step bumper?

The B & W Heavy Duty Trailer Hitch Receiver you referred to, part # BWHDRH25124 is indeed a fit for your 1998 GMC 2500 C/K series pickup. It is compatible with the factory step bumper.
I have confirmed this for you with the nice folks at B & W.
If you don't have a 4-pole trailer wiring harness, you can add one using part # 118315. You might also need a ball mount like part # BWBMHD30010 and a trailer ball. Use # 19260 for a 1-7/8 inch ball, # 63845 for a 2 inch or # 63847 for a 2-5/16 inch ball. Your trailer coupler will have the needed ball size stamped into it.
