Since your 2015 Tiffin has air brakes you want a system designed for them. Braking systems for hydraulic brakes can sometimes cause false braking on a toad vehicle if the motorhome towing it has air brakes so I recommend the Air Force One system # SM99243. I've linked an install video on a 2015 Jeep Grand Cherokee which will be the same process as your 2014.

In addition to the braking system, you'll need some other items to safely flat tow the vehicle. As a first step, consult your owner's manual to confirm that a Grand Cherokee with your particular transmission and 4WD system is capable of being flat towed. You'll want to follow any procedures or recommendations mentioned in the owner's manual in the 'Recreational Towing' section.

The Roadmaster # 521440-1B base plates you mentioned would work well. For a tow bar, I'd recommend the Roadmaster Falcon 2 towbar, part # RM-520, whose 6000 lb capacity is plenty for your Grand Cherokee with would weigh a maximum of 5100 lbs. You'll also need safety cables like part # RM-643 and a wiring solution so the taillights on your dinghy operate in tandem with those of the RV. The Roadmaster # RM-154 is a hardwired solution that would work very well for you.

I'll link you to some of our FAQ articles about flat towing. I hope you'll find them helpful.
